Michael Larkin

Background:

Michael J. Larkin, Esq., supervises the California Department of Tax and Fee Administration's Tax Appeals Assistance Program in Southern California. Mr. Larkin has taught and continues to teach tax law at several ABA accredited law schools in California, having taught over 100 semester length courses in tax law. He has been a presenter and speaker at numerous tax practitioner forums since 2010. The IRS regularly requests him as a speaker and presenter at the IRS Annual Tax Forum. Michael has represented hundreds of clients in an array of tax areas, from Income Tax and Sales Tax to Use Tax and Cigarette and Tobacco Product Licensing Act cases. In doing so, he has represented clients in litigation at every stage of California's Administrative Tax Appeals System: Department Review, Appeals Conferences, Board of Equalization Board hearings (formerly), and the Office of Tax Appeals. His is currently an Adjunct Professor at Loyola Law School (in Los Angeles) and University of San Diego School of Law.
