IRVINE, Calif. (May 18, 2023) — The University of California, Irvine School of Law (UCI Law) is pleased to announce that UCI Law Professor David Kaye has been selected for the prestigious Fulbright U.S. Scholar Program at Lund University in Sweden for the 2023-2024 academic year.
Professor Kaye will serve as a Distinguished Scholar in Public International Law at Lund University’s School of Law and its Raoul Wallenberg Institute of Human Rights and Humanitarian Law, one of the most prominent centers for the study and teaching of human rights law in Europe.
Prof. Kaye will spend the year conducting research on human rights and the emergent regulatory environments in the technology sector and will teach a course on freedom of expression in the digital age. His work will focus on how human rights considerations are integrated into and shaping new regulation concerning social media and search platforms, artificial intelligence, surveillance, media freedom and other cutting-edge topics in European and international law.
“The Raoul Wallenberg Institute has also been a leading actor in Sweden’s development and adoption of a National Human Rights Institution,” said Prof. Kaye. “We at UCI Law have been part of an effort to promote a national American human rights institution. I am grateful to UCI Law and the Fulbright Program for the opportunity to study how the Swedish model developed, the hurdles and opportunities they faced and its near-term goals.”

In addition to directing the International Justice Clinic, Prof. Kaye teaches human rights and public international law courses at UCI Law. From 2014 to 2020, he served as the United Nations Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression.

The Fulbright Program is the flagship international educational exchange program sponsored by the U.S. government and is funded through an annual appropriation made by the U.S. Congress to the U.S. Department of State. Participating governments and host institutions, corporations, and foundations around the world also provide direct and indirect support to the Program, which operates in over 160 countries worldwide. Recipients of Fulbright awards are selected based on academic and professional achievement as well as record of service and demonstrated leadership in their respective fields.
Since its establishment in 1946 under legislation introduced by the late U.S. Senator J. William Fulbright of Arkansas, the Fulbright Program has given hundreds of thousands of students, scholars, teachers, artists, and scientists the opportunity to study, teach and conduct research, exchange ideas, and contribute to finding solutions to shared international concerns.
