Background:

Kim Phan served as the Executive Director of the International Law Institute for more than 15 years. Established in 1955, ILI and its global affiliates has trained more than 39,000 government officials and practitioners from more than 185 countries on procurement, governance, public private partnerships, trade and investment law, alternative dispute resolution, legislative management, judicial administration, banking and finance.  ILI’s mission is to “Foster Prosperity through the Rule of Law” - helping developing countries achieves economic growth through a sound legal infrastructure.  In addition to training, the Institute also conducts technical assistance including developing commercial laws and legal frameworks, preparing countries for trade and investment negotiations, capacity building, and institution strengthening. 

Ms. Phan serves as the course advisor or co-course advisor for the ILI course on Leadership & Management in International Development, Women in Leadership, Legislative Strategic Management, and Procurement for Policy Makers.  She is a speaker at universities and international conferences, and has taught all over the world.  Ms. Phan is highly experienced in managing multi-cultural teams in an international setting.  She has served as ILI’s project director or project manager for projects in the Arab Gulf, Nigeria, Ghana, Kenya, Tanzania, Vietnam, Indonesia, China, Philippines, Mauritius, Egypt, Tunisia, Angola, Jamaica, Barbados, Honduras, Azerbaijan, Uzbekistan, Bangladesh, and the Asia Pacific Economic Cooperation (APEC) and Economic Cooperation of West African States (ECOWAS) region.

Prior to joining ILI, she worked at the U.S. Embassy in Manila/Office of the U.S. Commercial Liaison to the Asian Development Bank where she served as the United States – Asia Environmental Partnership Technology Representative to the Asian Development Bank.  Ms. Phan also served as the Regional Director for the Asia Pacific Water Council.  She was a Communications Specialist and Policy Analyst for the International Resources Group.

Ms. Phan holds a BA in Political Science with a concentration in nuclear warfare strategy from Allegheny College.  She has a Masters in the Study of Law from Northwestern University Law School and a certificate in Business Administration from Institute de Empressa. She is a certified MBTI trainer. She teaches a course on Leadership and Management for Lawyers at the University of California Irvine Law School.  She is the Immediate Past President and board member of the Friends of the Law Library of Congress and played an instrumental role in bringing the 1215 Magna Carta exhibit to the Library of Congress.
